Telangana Special Intensive Revision (SIR) 2026: Electoral Roll Revision Schedule Announced

The Election Commission of India has announced the schedule for the Special Intensive Revision (SIR) of Electoral Rolls in Telangana with the qualifying date 01.10.2026.

BLOs will conduct house-to-house verification from June 25 to July 24, 2026.
Draft Electoral Rolls will be published on July 31, 2026.
Final Electoral Rolls will be released on October 1, 2026.

The SIR process aims to ensure accurate voter lists, transparency, and wider participation of citizens in the electoral system.

­SIR schedule for Telangana State

The Special Intensive Revision (SIR) of Electoral Rolls with reference to the qualifying date 01.10.2026 is being undertaken in Telangana State as per the directions of the Election Commission of India vide Memo No. 868/Elecs.B/B1/2026-1, dated 15.05.2026. The schedule of activities is as follows:

As part of the preparatory activities, extensive training programmes have been conducted for election officials at various levels.

  1. Electoral Registration Officers (EROs) were trained by the State Level Master Trainers (SLMT) at the CEO’s Office on 09.06.2026.
  2. District Level Master Trainers (DLMTs) and IT Support personnel were trained on 10.06.2026.
  3. Assistant Electoral Registration Officers (AEROs), Assembly Level Master Trainers (ALMTs), Deputy Tahsildars (DTs), Election Clerks and Election Operators were trained on 12.06.2026.
  4. Training programmes for Booth Level Officers (BLOs) and BLO Supervisors commenced on 15.06.2026 and were completed on 19.06.2026 across all 15 Assembly Constituencies of Hyderabad District. Two batches were conducted per day, with each batch comprising not more than 50 participants.

  • Out of 4,062 polling stations in Hyderabad District, a total of 10,901 BLAs have been appointed by various recognized political parties.
  • Training to BLAs nominated by recognized National and State Political Parties will commence from 19.06.2026 and will be completed before 25.06.2026.

Duties of BLO during Enumeration Phase.

  1. House to House (H2H) distribution of Enumeration Forms will start from 25.06.2026 and will be completed by 24.07.2026 as per schedule.
  2. At the start of the H2H process, Booth Level Officers (BLOs) will be provided with:
  3. Enumeration Forms with pre printed details of existing electors, for each existing elector as on the date of issue of this order, in duplicate. Along with certain number of blank Enumeration Forms for any eventuality.
  4. BLOs shall visit each household and distribute Enumeration Form, with pre printed details of existing electors, to each existing elector in duplicate and will guide them in filling up the Form (SIR mapping in 2002 voter list in BLO app by BLO).
  • If BLO finds that any house is locked or closed at the time of enumeration, she/he shall slip the Enumeration Forms in the house and make at least three visits to collect filled up Forms.
  1. The existing electors will also be provided a facility to download pre-filled Enumeration Form and upload filled-in Forms and documents through online mode. voters.eci.in or ECI App.
  2. BLO will again visit every household to collect the filled copy the Enumeration Form from the electors. BLO shall keep one copy of Enumeration Form and give an acknowledgement of receipt of Form the other copy of Enumeration Form to be retained by the applicant/voter.
  3. In case an elector has uploaded a form filled in EF online, BLO will verify EF during his visit to the house of the elector.
  • BLO shall upload these Forms through BLO/ECI Net mobile application. Thereafter, BLO will submit all the collected Enumeration Forms to the concerned ERO/AERO for record purposes.
  1. Enumerations Form can be signed by the electors himself are the any family members.
  2. Form-6 & Form-8 will be supplied to the new voters along with declaration Forms for inclusion in the voters list.
  3. Electoral Registration Officers (EROs) are conducting weekly meetings with representatives of recognized political parties every Wednesday to review the progress of the SIR process.
  4. The list of Booth Level Officers (BLOs) and BLO Supervisors has been supplied to all recognized political parties by the respective EROs.
  5. Identity Cards for BLAs shall be issued by the respective Political Party President, General Secretary, or other authorized office bearer as per Memo No. 868-38/Elecs.B/B1/2025-38, Dated:-17.06.2026 of CEO Telangana.
  6. With a view to ensure more involvement of political parties, the Commission has allowed BLAs of recognized political parties to file applications in bulk, subject to the condition that a BLA shall not submit more than 50 Forms/day to BLO before the Draft Publication, and 10 Forms/day thereafter.
  7. BLA will submit a list of application forms with an undertaking that he has personally verified the particulars of the application forms and is satisfied that they are correct.
  8. Help Desks have been established at all (15) ERO offices, as well as at the offices of the District Election Officer (DEO) and the Commissioner, GHMC.
  9. Mapped and unmapped elector data has been supplied to all recognized political parties.
  10. Weekly meetings will be conducted by the BLOs with the BLAs of their polling stations in the presence of BLO Supervisors to ensure transparency in the SIR process. Minutes of these meetings shall be recorded and maintained.
  11. Assistance from NSS volunteers, NCC cadets, retired employees, local voluntary organizations, and other stakeholders will be provided to the BLOs in their field activities.
  12. An “Enumeration Completed” sticker will be affixed to every household upon completion of the enumeration process.
  13. Extensive publicity and awareness campaigns will be undertaken through public outreach programmes, print and electronic media, and social media platforms to educate citizens and create awareness about the SIR process.
  14. No document is to be collected from electors during the Enumeration Phase.

Process after Draft Publication

  1. Draft Rolls will be published on 31.07.2026 as per schedule.
  2. Electors who submit duly filled and signed Enumeration Forms (EF) to the BLO will appear in the Draft Rolls.
  3. If any electors not submit signed EF, their names will not appear in the Draft Rolls.
  4. The electors whose names were not included in the Draft Rolls will be displayed in the notice board of EROs and other prominent places and website of the CEO/ECI.
  5. After publication of draft electoral rolls, ERO will issue notice to those persons who could not be linked or there is discrepancy in their linking with the electoral roll of the last revision.
  6. Upon receipt of Notice, elector shall submit any one of the following documents along with reply:-
  1. Any Identity card/Pension Payment Order issued to a regular employee/pensioner of any Central Govt./State Govt./PSU.
  2. Any Identity Card/Certificate/Document issued in India by the Government/ local authorities/Banks/Post Office/LIC/PSUs prior to 01.07.1987.
  • Birth Certificate issued by the competent authority.
  1. Passport.
  2. Matriculation/Educational certificate issued by recognized Boards/universities
  3. Permanent Residence certificate issued by the competent State authority
  • Forest Right Certificate
  • OBC/SC/ST or any caste certificate issued by the Competent Authority
  1. National Register of Citizens (wherever it exists)
  2. Family Register maintained by Govt. officials under any Statutory/Administrative Regulation
  3. Any land/house allotment certificate by the Government.
  • For Aadhaar, the Commission’s directions issued vide letter No. 23/2025-ERS/Vol.II dated 09.09.2025 shall apply.
  1. Possessing more than one voter registration is an offence punishable under Section 31 of the Representation of the People Act, 1950.
