Telangana Chief Minister Revanth Reddy has directed officials to design a “Unified Welfare Card” (UnifiedWelfareCard) to ensure that all welfare scheme benefits received by every citizen in the state are accessible through a single card.
He instructed officials to clearly reflect details such as which department is providing benefits, under which scheme, and the extent of assistance received by each citizen. The Chief Minister ordered the immediate initiation of a special drive to collect beneficiary data from all departments.
During a review meeting attended by Minister D. Sridhar Babu, Chief Secretary K. Ramakrishna Rao, Special Secretary B. Ajith Reddy, and IT Department Joint Secretary Anudeep Durishetty, the CM emphasized that this card would provide a complete welfare profile of every citizen.
He stated that integrating Artificial Intelligence (AI) to analyze the data would enhance transparency in the implementation of welfare schemes and ensure that benefits reach eligible beneficiaries while identifying ineligible ones.
The CM suggested replacing multiple departmental cards with a single unified card managed by the IT Department and recommended assigning dynamic young officers to implement the system.
The card will include details of schemes such as Aarogyasri, Chief Minister’s Relief Fund, fee reimbursement, labour welfare, education schemes, and insurance schemes. He also proposed introducing a unique state-level identity number similar to Aadhaar if necessary.
Additionally, he directed that data from the recent SEEEPC survey (social, economic, educational, employment, political, and caste survey) be linked to the card. Officials were also asked to collect data on contract and outsourcing employees across departments.
He emphasized AI-based profiling, automatic updates to pension databases upon death registration, and linking citizens’ health profiles with the welfare card.
The Chief Minister also suggested studying Kerala’s migration systems for Gulf workers and integrating services like skill development, passport, and visa-related information to reduce the role of unauthorized agents.
He reiterated that the Unified Welfare Card should ensure effective delivery of welfare benefits to the poor and help evaluate the impact of every government scheme
